23. For the purposes of the application of section 22, fees pertaining to the contract, the certification of research, the examination of title and copies of title documents, registration, real estate valuation, location, or surveying are not taken into account in the determination of the terms and conditions of computing and disclosing payment requirements, credit rates and charges.
